Who Conducts the Counselling?

The Directorate General of Health Services (DGHS), on behalf of the Medical Counselling Committee (MCC), conducts online counselling for the following:

  • 15% All India Quota (AIQ) seats

  • 100% MBBS/BDS seats in Central Universities (BHU, AMU, DU)

  • All AIIMS and JIPMER institutions across India

  • 100% ESIC and AFMC seats

  • Deemed Universities

  • Faculty of Dentistry (Jamia Millia Islamia including 5% internal quota)

  • IP Quota seats of ESIC (MBBS/BDS/BSc Nursing)

Note: State-level counselling for 85% state quota and private college seats is conducted by respective state counselling authorities.

Eligibility for Counselling

To participate in NEET UG 2025 counselling:

  • Candidates must qualify NEET UG with the required percentile.

  • Must register on the official MCC website www.mcc.nic.in.

  • Candidates from J&K are not eligible for AIQ unless they have submitted a declaration form.

Step-by-Step Counselling Procedure

Step 1: Registration

  • Visit www.mcc.nic.in and register as a new user.

  • Provide NEET Roll No., Application No., personal details, and create a secure password.

Step 2: Personal Information Submission

  • Fill in parent details and permanent address. These cannot be changed later.

Step 3: Payment of Counselling Fee

Step 4: Choice Filling & Locking

Step 5: Seat Allotment

  • Based on rank, preferences, and category.

  • Seat allotment result and letter will be published online.

Step 6: Reporting to College

  • Carry original documents for verification.

  • Pay admission fees at the college.


Documents Required at Reporting

  • NEET UG 2025 Admit Card

  • NEET UG 2025 Rank Letter

  • Class 10 & 12 Certificate and Marksheets

  • Date of Birth Proof (if not on Class 10 certificate)

  • Government-issued Photo ID (Aadhar/PAN/Passport etc.)

  • Caste Certificate (SC/ST/OBC/EWS)

  • Disability Certificate (if applicable)

  • 8 Passport-sized photographs (same as application form)

  • Provisional Allotment Letter (online generated)


State Quota Counselling (85%)

  • Conducted by State Authorities.

  • Based on State Merit List and Domicile criteria.

  • Private college admissions (non-Deemed) also come under State Quota.


Important Notes:

  • Free Exit: Available after Round 1 if seat is not joined.

  • Exit with Forfeiture: Allowed in Round 2 if seat is not joined; security deposit is forfeited.

  • Candidates joining Round 2 cannot resign or participate in further rounds.

  • Refundable fees are adjusted in tuition or returned after final counselling.
